Large Apartment Complex Given Approval in Baldwin Borough

But there are conditions.

A three-building, 150-unit apartment complex has been green-lighted by the Baldwin Borough Council—but not without some conditions.

The complex would be built on a roughly 3.5-acre vacant lot near the Route 51 cloverleaf and just north of the Baldwin-Pleasant Hills Borough border but only if property managers—the A.R. Building Company—can satisfy the council's three requests.

According to borough Manager John Barrett, A.R. Building must receive, before starting construction, planning module and (sewer) tap approval from the Department of Environmental Protection (DEP); National Pollutant Discharge Elimination System approval from the DEP; and a Highway Occupancy Permit from the Department of Transportation.

"They need 129 taps, and we are currently permitted about 10 per year," Barrett said. "So it might not be a slam dunk."

According to Councilman John Conley, the borough's Zoning & Planning chair, the apartment buildings would have only one- and two-bedroom suites, and "they will be upscale, costing from $800 to $1,350 per month to rent."
