Open Fires Ordinance Drafted A new ordinance regulating open burning in Whitehall Borough has been drafted and made available for public review at the borough municipal building along Borough Park Drive. (UPDATE: The proposed ordinance is also available online.) The proposed ordinance resembles one currently in use in Hampton Township with, as Whitehall Borough Manager James E. Leventry said, "a few tweaks." For example, Hampton officials do not allow for grills, outdoor barbecues or fireplaces used strictly for cooking to be less than 10 feet from a house, structure, inhabited area, roadway, utility or property line, but Whitehall's ordinance, if passed by the Whitehall Council, would set that minimum at just 5 feet. South Baldwin Roadwork With a 6-1 vote on Tuesday night, the Baldwin Borough Council has advertised that it is seeking bids for 2013 repairs to several roads in south Baldwin—and south Baldwin only, borough Manager John Barrett said. The council's decision to stick to just one part of Baldwin for road repairs this year stems from a cost-savings that would be realized from not having to move resurfacing equipment over great distances around the borough. Borough engineer Larry Souleret estimates that borough taxpayers would save between $4,000 and $20,000 on mobilization costs by focusing on roads that are geographically close to each other, Barrett said. McAnulty Park Ever been to McAnulty Park? Ever even heard of it? You're probably not alone. But Brian Urban sure has, and he sees room for improvement. Urban, a lifelong Baldwin Borough resident, is seeking no reimbursement for his time and effort but asked the Baldwin Council during its meeting on Tuesday night to allow him to seek funds for borough officials to use in revitalizing the park. The park is made up of a hilly green space, a walking trail, a gazebo and basketball/tennis courts and is found between Meadowcrest Road and Carmen Drive in south Baldwin (behind McAnnulty Elementary School). The commission is the first of its kind in Pennsylvania.
Whitehall Borough administration is looking for a Whitehall resident to join the Multi-municipal Shade Tree Commission that the borough belongs to along with neighboring Baldwin and Brentwood boroughs. Each borough gets three members on that commission, but Whitehall currently has only two representatives. A seat on the commission is a volunteer position. The commission, the first of its kind in Pennsylvania, relies on volunteers to serve its function of restoring and maintaining the tree populations of the three boroughs. The commission term for the person filling Whitehall's vacancy will start immediately and end on Dec. 31, 2015. New Sewage Biller Ever since the Pennsylvania American Water Company announced that it will soon stop collecting sewage fees with its monthly water bills, the Baldwin Borough Council, like many other local government leaders, was tasked with finding a new, third-party biller. At a borough meeting on Tuesday night, the Baldwin Council found that new biller—Jordan Tax Service—which will start collecting sewage fees from borough property owners this October. Jordan Tax was approved for a three-year period by a unanimous vote. Jordan already collects earned income tax in Baldwin. In October, property owners can expect cheaper bills from PA American Water, but the difference in typical costs will be made up by a separate sewage bill from Jordan…

Late-Night Parking Debate There is still no resolution to an issue regarding parking in Baldwin Borough from 2 to 6 a.m. At a borough meeting on Tuesday night, Baldwin Councilman Larry Brown read through a lengthy list of streets that would be affected by a new parking ban (or partial ban). The Brentwood-Baldwin-Whitehall Multi-municipal Shade Tree Commission was finalized in late April, but it's not too late to help out. In fact, the group's organizers need you. The Whitehall Borough Council, for instance, is seeking three volunteers—Whitehall residents only—to serve on that commission. The commission, the first of its kind in Pennsylvania, is relying on volunteers to serve its function of restoring and maintaining the tree populations of Baldwin, Whitehall and Brentwood boroughs. Those interested in volunteering may submit letters of interest and resumes to James E. Final Phase for Fire Station Mark Edelmann, the architect of the new Whitehall Fire Company station along Route 51, gave the Whitehall Borough Council an update on Wednesday night about the station's construction. "We're at 95-percent payment on all contracts," Edelmann said of the firehouse, which was put into use by the borough's firefighters about a week ago. "Everything is in the building. Everything is installed." Edelmann went on to say that there is only one outstanding issue with the new station concerning "unsuitable soil." Edelmann and his colleagues at Gateway Engineers are in the process of reviewing that issue and will provide a recommendation to the Whitehall Council soon.
