Police Find Suspected Heroin Patrolling South Baldwin

And a DUI charge to report in these Baldwin Borough police notes.

Heroin, Marijuana Baldwin Borough police officers on patrol at around 4:50 p.m. on Saturday came across two men in The Residences of South Hills apartments complex that, according to a police report, had a strong odor of marijuana coming from them. The officers received a consent to search the men and found approximately 50 bags of suspected heroin on Bryan E. Woods, 24, of Ajay Drive in South Park Township, and a bag of suspected marijuana on Jacob Daniel Palaski, 22, of Sylvania Drive in South Park, according to the report. Also found on Woods were two hypodermic needles and a bent spoon with a white residue. According to the report, Woods and Palaski said that they jointly purchased the suspected heroin for $300. Man Gets 1-2 Years After Plea Agreement in Baldwin Rape Case

Jamal Tompkins was charged with raping a mentally disabled girl, but he pleaded guilty only to sexual assault and corruption of minors.

The man whom Baldwin Borough police officers tracked down in Erie, PA, over a year ago on charges that he raped a mentally disabled girl in south Baldwin in September 2010 has been sentenced to approximately 1-2 years of confinement for sexual assault and corruption of minors. Jamal Tompkins pleaded guilty to those charges in front of Allegheny County Court of Common Pleas Judge Donna Jo McDaniel on Dec. 10 before McDaniel withdrew nine other charges and issued the sentence. McDaniel also sentenced Tompkins to five years of probation and lifetime registration as a sex offender. The nine withdrawn charges were rape-forcible compulsion, rape of a mentally disabled person, involuntary deviate sexual intercourse-forcible compulsion, …

Whitehall Man Arrested for DUI (Underage) in Baldwin

Charges for Whitehall, Baldwin Township Men A Baldwin Borough police officer approached a motorist stopped in a driveway along the 600 block of Charlotte Drive at around 2 p.m. on Saturday for almost causing an accident near that driveway, according to a police report. The officer reported smelling alcohol coming from the vehicle of the driver—Christopher James Laplace, 20, of Glowood Drive in Whitehall Borough—who said that he was visiting a friend on Charlotte. Laplace, who was joined by four other people in his vehicle, later changed his story and said that he was dropping people off at the Charlotte driveway, the officer reported. But another person in the vehicle said that Laplace panicked and simply pulled into the driveway to avoid …

Baldwin Police Arrest Man After Motorcycle Accident

And four other stories in these borough police notes, including another involving a motorcycle.

Motorcycle, Part I A Baldwin Borough police officer went to the 400 block of Grace Street at around 8:06 p.m. on Nov. 11 for a report of a man who fell off of his motorcycle there. When the officer arrived, he observed the biker—Joseph Micha Martin, 63, who lives on that street—pushing his vehicle to the side of the road with the assistance of two bystanders, according to a police report. The officer asked Martin what happened, and Martin said that his black Harley Davidson had stalled, causing him to fall off. The officer reported smelling alcohol on Martin's breath and that Martin admitted to recently drinking alcohol. He then put Martin through field-sobriety tests, which he failed, before arresting him and taking him to Jefferson …

Baldwin Borough Expected to Add Police Officer

The decision does not come lightly, as things got heated on Tuesday night. More funds should be coming for the borough's road program, as well.

Chalk one up for the underdogs. Actually, chalk two up. John Conley played the role of swing voter at a special Baldwin Council meeting on Tuesday night, joining fellow Councilmen Bob Collet, Larry Brown and Ed Moeller in support of adding a full-time patrol officer to the Baldwin Borough Police Department roster. The foursome made up an unofficial majority during the meeting—which was scheduled as part of a continued discussion regarding the borough's 2013 budget—when council members couldn't agree on whether or not to add the police officer. Growth in Local Earned Income Tax Helping 2013 Baldwin Boro Budget

But council members still can't agree on what to spend the money on, if at all.

How the Numbers Add (and Subtract) Up Despite the reduction of an expected fund balance transfer from $600,000 to $250,000, Baldwin Borough's preliminary 2013 budget remains at a relatively small surplus after borough leaders have chipped away at expenses over the past month-and-a-half. And while borough officials continue to agree on minor cuts virtually across the board, one of the main reasons for the budget's above-water status is actually an encouraging growth in local earned income tax (EIT) revenue. As borough Manager John Barrett estimated at a special Baldwin Council meeting on Tuesday night, Baldwin residents are expected to contribute close to $2.3 million for the borough in EIT in 2013, up almost $224,000 from an earlier …

Baldwin Police Addition Could Upset Boro Budget

Borough Manager Barrett has made adjustments to balance Baldwin's 2013 budget, but police Chief Scott says that he needs another officer.

Baldwin Borough Manager John Barrett and the Baldwin Council have erased an initial $1,059,742 budget shortfall for 2013 after Barrett has made cost-cutting and revenue-producing suggestions to the council during special budget meetings this fall, including one on Tuesday night. But Barrett and the borough councilmen will have to become more resourceful if they are to approve Baldwin police Chief Michael Scott's request to add another patrol officer to his staff. Scott made that request on Tuesday, and Barrett said that the potential new hire would mean an additional approximately $70,695 per year in borough spending, including things like health insurance for the officer. Despite Appearance, Taxes Expected to Rise in Baldwin Boro

Millage rate will go down, but you'll probably pay more.

Taxes Go Down but Go Up? Expect a decrease in the local tax rate next year, Baldwin Borough property owners. But also, expect to pay more in local tax. Confused? You're probably not alone, but here's the explanation. Due to a recent countywide real estate reassessment that raised the value of most Baldwin properties, the Baldwin Council is expected to lower its millage rate—currently at 6.61 mills—in order to remain revenue-neutral. In other words, keeping the same millage rate for next year (when the reassessments take effect) would result in a "windfall" of increased tax revenue for the borough, something that is illegal. To balance that, the local council will almost surely lower Baldwin's millage rate when it approves the borough's …
