Whitehall May Not Participate in Baldwin's Lick Run Project

Baldwin must start a large water basin project soon with or without its district neighbor. And other notes from Tuesday night's borough council meetings.

Going at it Alone? Baldwin Borough engineers Larry Souleret and Ned Mitrovich gave the Baldwin Council some surprising news during Tuesday night's regular council meeting. As a way of temporarily holding sewage water during periods of wet weather, Baldwin must move forward soon on a large water basin project adjacent to the Lick Run waterway, but it may have to do so without any involvement from Whitehall Borough, which also flows water to Lick Run. The water basin project is needed to satisfy a consent decree from the Department of Environmental Protection (DEP), whose officials have deemed that sewage water from south Baldwin and the nearby municipalities that also contribute to the Lick Run waterway (near Colewood Park) has led to …

Whitehall Council Addresses Flood Concerns

Heavy storms this summer may prove costly for the borough.

Responding to multiple floods at Whitehall Borough homes this summer—thanks largely in part to a slow, heavy downpour on July 20—the Whitehall Council on Wednesday night approved, 6-0, official investigations to be conducted regarding the potential installation of backflow preventers at three borough homes. Following a closer look by borough engineers, the backflow preventers—described by borough engineer Ruthann L. Omer as valves that are installed on lateral sewer lines "to prevent backflow (water) from the main sewer going into the house during a storm"—would be purchased for the homes at 4797 Barone Dr., 4368 E. Barlind Dr. and 4927 Oakridge Dr. Depending on installation variables, Omer estimated that the preventers would cost …

Storage Facility, Flooding Complaints, Flags Disposal (Whitehall Council Notes)

New Storage Facility The Whitehall Borough Council learned more at Wednesday night's borough meeting about the self-storage facility coming to Weyman Road at the spot of an old junkyard. Speaking on behalf of the facility's management, Kim Gales-Dunn, of the civil engineering company J.R. Gales & Associates, Inc., officially requested that they be permitted to build nine steel buildings on the Weyman property. That plan was not met with much resistance by borough leaders; though, Whitehall police Chief Donald R. Dolfi expressed concern with vehicles exiting the site onto Weyman. "Maybe the exit could be drawn back into the property versus coming out to the road to avoid obstructing traffic," Dolfi said. "It's about perception/reaction time…

Whitehall Mayor Wants More Trees on Route 51

Shade Tree Commission At Wednesday night's Whitehall Borough council meeting, Mayor James F. Nowalk discussed an ordinance that he will formally propose at the next borough meeting that would create a multi-municipal Shade Tree Commission with nearby Baldwin and Brentwood boroughs. "The commission we're proposing is advisory only," Nowalk said. Brentwood, Baldwin and Whitehall—along with the Pittsburgh neighborhoods of Carrick and Overbrook—are already part of a multi-municipal planning group for the Route 51 corridor, and the Shade Tree Commission would be an extension of that cooperation. Paperwork in Process to Save Borough Around $178,000 Per Year Harold Berkoben informed fellow Whitehall Borough Council members and council meeting attendants on Wednesday night that the completion of paperwork is in progress that “will save the borough about $178,000 (per year)” in health insurance costs. On Oct. 5, the council approved a new five-year contract with its public works employees that will start on Jan. 1, 2012, and will provide those employees with a 3-percent raise per year. The contract also switches insurance groups for those employees, which accounts for the savings. “And it’s basically for the same coverage,” Berkoben said.
