Baldwin Council Denies Ryan Homes' Request

The council makes its decision unanimously.

The Baldwin Council unanimously rejected on Tuesday night a request from representatives of Ryan Homes, borough Manager John Barrett said.  Ryan Homes is a developer of residences in north Baldwin Borough's Breckenridge Highlands complex, and its request was for borough officials to make an exception to the amount of space required in the borough between a structure and the street that it sits along (known as "setback"). The impetus for the request is that Ryan wished to build "morning rooms" onto five future Breckenridge homes. The morning rooms are extra living spaces built onto residences' kitchens. Ryan had hoped to lessen its required setback from 20 feet to 15 feet. As Barrett pointed out at an earlier council meeting, however, Ryan'…

I agree with Baldwin boro council on this decision, they already granted a 15 ft. variance. It had to stop somewhere. Now lets see if Ryan homes files a lawsuit to try to get their way.   more ›

Salary Raise Approved for Borough Tax Collector

The position gets an extra $2,400 per year.

Baldwin Borough's real estate tax collector for the next four years—whomever that may be—is getting a raise. The Baldwin Council voted, 4-2, to approve the salary increase at a special meeting on Friday night. Gail Dobson Mikush, the borough's current real estate tax collector, requested the raise, which she called a "cost of living increase" in a letter addressed to the council. Mikush requested to move her position's salary from $10,000 per year to $12,400. Read more about her letter here. Motioning first to approve a different salary arrangement for the collector position was Councilman Bob Collet, who wanted a staggered increase that would start at 18 percent in 2014 ($11,800) and move up 2 percent every year through 2017 ($12,000 to $…

JB, this was discussed at some public meetings, but no action was ever taken until the special meeting. By law, the council had to make a decision by the end of Friday, so I believe that that's why it scrambled to set up something.   more ›

Special Baldwin Council Mtg. Friday Nite to Consider Raise for Tax Collector

The borough's current property tax collector is requesting a cost-of-living adjustment.

Gail Dobson Mikush, the real estate tax collector for Baldwin Borough property owners, has written to the Baldwin Council to request a salary raise for her position. Mikush is requesting that the borough's tax collector be paid an additional $2,400 per year from 2014 to 2017, when the newly elected collector—which could be Mikush again—serves his or her term in office. The raise would bring Baldwin's tax collector salary up from $10,000 per year—which it has been for the past eight years—to $12,400. Mikush got the $2,400 number by a taking a 2-percent "cost of living increase" from the $10,000 ($200) and multiplying it by 12 (the number of years that the position's current salary has been in effect plus the next four years of the collector…

Baldwin Township Still Waiting to Set 2013 Millage

'We will wait as long as we are legally allowed—into the spring—to actually enact our millage ordinance.' - township solicitor Tom McDermott

Baldwin Township's 2013 budget has been set, but Baldwin's officials still aren't sure what to set the township's millage rate at. Many taxing bodies, including Allegheny County, will see lower millage rates this year to offset increases in average property values, but Baldwin Township officials cannot yet say for sure that they will follow suit, mostly due to their township's size and limited number of properties. Baldwin Township, with only around 800 properties and truly no major developments, relies heavily on its millage rate to maintain adequate services, but county officials still have appeals to hear regarding the assessed values of around 15 township properties. And, according to township tax collector Marilyn G. Wagner, most of …
