LIST: Bids Sought for Repairing South Baldwin Roads

South Baldwin Roadwork With a 6-1 vote on Tuesday night, the Baldwin Borough Council has advertised that it is seeking bids for 2013 repairs to several roads in south Baldwin—and south Baldwin only, borough Manager John Barrett said. The council's decision to stick to just one part of Baldwin for road repairs this year stems from a cost-savings that would be realized from not having to move resurfacing equipment over great distances around the borough. Borough engineer Larry Souleret estimates that borough taxpayers would save between $4,000 and $20,000 on mobilization costs by focusing on roads that are geographically close to each other, Barrett said. The actual savings will depend on the eventual contractor who completes the work. The …

Salary Raise Approved for Borough Tax Collector

The position gets an extra $2,400 per year.

Baldwin Borough's real estate tax collector for the next four years—whomever that may be—is getting a raise. The Baldwin Council voted, 4-2, to approve the salary increase at a special meeting on Friday night. Gail Dobson Mikush, the borough's current real estate tax collector, requested the raise, which she called a "cost of living increase" in a letter addressed to the council. Mikush requested to move her position's salary from $10,000 per year to $12,400. JB, this was discussed at some public meetings, but no action was ever taken until the special meeting. By law, the council had to make a decision by the end of Friday, so I believe that that's why it scrambled to set up something.   more ›

Baldwin Resident Wants to Revamp McAnulty Park

McAnulty Park Ever been to McAnulty Park? Ever even heard of it? You're probably not alone. But Brian Urban sure has, and he sees room for improvement. Urban, a lifelong Baldwin Borough resident, is seeking no reimbursement for his time and effort but asked the Baldwin Council during its meeting on Tuesday night to allow him to seek funds for borough officials to use in revitalizing the park. The park is made up of a hilly green space, a walking trail, a gazebo and basketball/tennis courts and is found between Meadowcrest Road and Carmen Drive in south Baldwin (behind McAnnulty Elementary School). Council Will Repair Roads Only in South Baldwin This Year

Baldwin Borough's council members voted, 6-1, on Tuesday night in favor of using the borough's road funds to repair only roads in south Baldwin this year. Councilman Bob Collet made that motion, saying that the borough should save money by keeping its resurfacing equipment in one general area as opposed to taking it across Route 51 and up Streets Run Road to north Baldwin. "I can't see jumping around the borough just to make people think that things are even," Collet, a central Baldwin resident, said after hearing from borough engineers that the cost of transporting equipment will eat away at the money designed to actually fix the borough's roads. Friendly Fire to Blame in Shooting of Baldwin Boro Police Officer

The shooting occurred at around 4 a.m. on Sunday at a home on Elmwood Drive.

A Baldwin Borough police sergeant remains in stable condition at a Pittsburgh-area hospital, where he is being treated for gunshot wounds in his hip/lower back area, according to Allegheny County police Superintendent Charles Moffatt. Baldwin Council Vice President Michael Stelmasczyk confirmed that the injured officer is Sgt. Ralph Miller. Miller was injured by two rifle blasts from another Baldwin police officer while they and a third Baldwin officer were responding to a domestic disturbance at 5147 Elmwood Dr. in Baldwin (near the Wallace Building) at around 4 Sunday morning. Major Crime Down Baldwin Borough police Chief Michael Scott said at Tuesday night's regular Baldwin Council meeting that major crime in Baldwin has gone down in recent years. The amount of Uniform Crime Reporting Part 1 crimes in the borough, which include criminal homicide, forcible rape, robbery, aggravated assault, burglary, larceny-theft, criminal mischief over $500, motor vehicle theft and arson, was down 4 percent in the borough from 2011 to 2012, Chief Scott said, despite multiple burglaries toward the end of 2012. And from 2010 to 2011, that amount was down 18.6 percent, he said. Baldwin Council Mulling Ryan Homes Decision

A developer of north Baldwin homes wants an exception to be made.

Should some future properties in north Baldwin Borough be treated differently than developments in the rest of the borough are? That is the question facing the Baldwin Council, and according to borough solicitor Stanley B. Lederman, the council has 45 days to answer it. Representatives from Ryan Homes, a developer of residences in north Baldwin's Breckenridge Highlands complex, appeared in front of the council at a special meeting on Tuesday night to ask council members to make an exception to the amount of space required in the borough between a structure and the street that it sits along (known as "setback"). Baldwin Kiwanis Club President Dies

Friends will be received at Brentwood's Slater Funeral Home on Thursday and Friday.

Timothy John Pifer of South Park Township, the president of the charity-minded Baldwin Kiwanis Club, died on Monday. Prior to a moment of silence at Tuesday night's Baldwin Borough Council meeting, council Vice President Michael Stelmasczyk said that Pifer died during an operation related to a heart problem. Through his longtime membership in the Kiwanis Club, Pifer, 64, worked closely with the Western Pennsylvania School for Blind Children. Friends will be received at the John F. Slater Funeral Home in Brentwood Borough on Thursday from 6 to 8 p.m. and on Friday from 2 to 4 and 6 to 8 p.m. A funeral prayer will also be held at Slater Funeral Home on Saturday at 10:15 a.m., followed by a Mass of Christian Burial at St. Germaine Church in …

Ann Scott Rejoins Civil Service Commission in Baldwin

Ann Scott Returns Former longtime Baldwin Borough municipal employee Ann Scott's replacement on the borough's all-volunteer Civil Service Commission in April should never have been appointed. The Baldwin Council officially recognized that mistake in October when it accepted the resignation of her replacement—James Behers. As a state constable, Behers was ineligible for a spot on the Civil Service Commission, something that no council member was aware of when he was appointed. At a meeting on Tuesday night, the council brought Scott back to the commission with a narrow, 4-3 vote, and she will serve there again until at least the end of April 2018. Baldwin Boro Seeking New Animal Control Services

New Animal Control Services? The Baldwin Borough Council received just one bidder each of the last two times that it requested proposals for animal control services, and both times, they were from the same company. Now, that company—Triangle Pet Control Services—has been shut down by the Pennsylvania Department of Agriculture for allegedly defrauding the state by getting paid for services that it didn't perform, leaving Baldwin Borough without a company to collect stray animals. But borough Manager John Barrett said at borough council meeting on Tuesday night that he is researching possible successors to Triangle Pet Control to cover Baldwin in 2013.
