Baldwin Manager Pursuing All LED Streetlights

An All-LED Borough? The future may indeed be bright for Baldwin Borough. No, the downed streetlights aren't coming back. But in an interview on Wednesday, borough Manager John Barrett said that Duquesne Light anticipates that LED technology will be available for its served municipalities in June of 2014. "We have been informed that a formal request has been made with the PUC (Pennsylvania Public Utility Commission) for an LED streetlight tariff," Barrett said. "The LED tariff means that Duquesne Light will have a tariff rate to charge municipalities for LED lighting that they would make available. Up until now, Duquesne Light has stated that they can't provide LED lighting for a number of reasons—one being that a tariff has not been …

Morning, folks. According to Barrett, the only way that Baldwin can "shop" for other energy providers in this instance would be if the borough assumed ownership of its light poles. The poles are currently the property of Duquesne Light, and the borough is charged monthly for their use. LIST: Bids Sought for Repairing South Baldwin Roads

South Baldwin Roadwork With a 6-1 vote on Tuesday night, the Baldwin Borough Council has advertised that it is seeking bids for 2013 repairs to several roads in south Baldwin—and south Baldwin only, borough Manager John Barrett said. The council's decision to stick to just one part of Baldwin for road repairs this year stems from a cost-savings that would be realized from not having to move resurfacing equipment over great distances around the borough. Borough engineer Larry Souleret estimates that borough taxpayers would save between $4,000 and $20,000 on mobilization costs by focusing on roads that are geographically close to each other, Barrett said. The actual savings will depend on the eventual contractor who completes the work. The …

Council Will Repair Roads Only in South Baldwin This Year

Baldwin Borough's council members voted, 6-1, on Tuesday night in favor of using the borough's road funds to repair only roads in south Baldwin this year. Councilman Bob Collet made that motion, saying that the borough should save money by keeping its resurfacing equipment in one general area as opposed to taking it across Route 51 and up Streets Run Road to north Baldwin. "I can't see jumping around the borough just to make people think that things are even," Collet, a central Baldwin resident, said after hearing from borough engineers that the cost of transporting equipment will eat away at the money designed to actually fix the borough's roads. Driver Stopped, Asleep in Middle of Lucy Drive

DUI Arrest A Baldwin Borough police officer came across a stopped vehicle in the middle of Lucy Drive near McAnulty Road at around 12:23 a.m. on Wednesday. Its driver was asleep behind the wheel, according to Baldwin's police report of the incident. The officer smelled alcohol upon approaching the driver—Steven Brnusak, 31, of Millet Lane in Pleasant Hills Borough. Brnusak then failed field-sobriety tests, was arrested and was transported to Jefferson Regional Medical Center for a blood test (results pending) before being taken home and released to the custody of his wife. LIST: Leaders Discuss Which Roads Should Be Repaved in Baldwin Boro

And other notes from Tuesday night's Baldwin Council meeting.

Road Repair The Baldwin Borough Council is reviewing a preliminary list of 29 Baldwin streets and 30 total borough spots that are in need of some sort of road repair. The borough's 2013 budget shows $800,000 allocated for such repair (up $50,000 from 2012), but the estimated cost to repair all 30 spots discussed at Tuesday night's council agenda meeting is over $3 million, meaning that not every troubled spot can likely be corrected this year. The list includes 15 spots each in north and south Baldwin: Instead of completely repaving each of these places for long-term restoration, the borough could save money and extend the life of existing pavement by merely seal coating, or "tar-and-chipping," troubled spots, borough engineer Larry …

Two Chances for Baldwin Residents to See Santa

North Baldwin welcomes the big man on Dec. 5, followed by south Baldwin on Dec. 8.

There'll be no excuse for Baldwin Borough families to miss Santa Claus this year, as the jolly old elf will appear at both ends of the borough in a four-day period. North Baldwin residents will have their crack at the big man on Dec. 5, as the Baldwin Kiwanis Club is sponsoring a Christmas event at the Baldwin Municipal Complex along Churchview Avenue that night from 6 to 8:30. The event is free to the public and will feature Christmas carolers, a deejay, crafters, hot chocolate, coffee, other treats, face-painting, the lighting of the borough Christmas tree and, of course, a visit from Santa. In the spirit of giving, folks are asked to donate a non-perishable food item or money to be given to local food pantries. Plenty of parking is …

Baldwin Man Wants Help Controlling Local Train Noise

Will (should) local borough councils support his efforts?

In what he's calling a "quality of life" issue, Baldwin Borough resident Jim Bowman of Jean Drive has asked the Baldwin Council to support the institution of a "quiet zone" in the area immediately surrounding the Jean-McAnulty Road intersection. Trouble is ... the railroad nearest Bowman's home may not be in Baldwin Borough and may be out of the Baldwin Council's full jurisdiction. As Bowman learned at a Baldwin Council meeting on Tuesday night, the loud train horns that he and his neighbors keep hearing are coming from a railroad that runs horizontally along the southern border of Whitehall Borough. I can honestly say that this past fall the trains have been running in the middle of the night, before that, they only ran morning, afternoon, evening, been here 45 years on Jean Drive. They never ran at 2:00am before. In fact, I never noticed them until this fall. Would wake me up in the middle of the night. Just sayin. Whitehall Library Honors The Whitehall Public Library is taking top honors this week at a gathering of Pennsylvania librarians, Whitehall Library Board Secretary Cristina Brady told Whitehall Borough council members at their meeting on Wednesday night. Brady said that the Whitehall Library won the Pennsylvania Citizens for Better Libraries 2012 Public Relations Award for a marketing campaign developed by library Director Paula Kelly and Adult Program Coordinator Denise Ignasky and used in the Greater Pittsburgh Literacy Council's English-as-a-Second-Language classrooms to promote Whitehall's Library Easy Access for Residents in Need (LEARN) program. As is the case each year, the day's festivities will be split between Snyder Park along Southvue Drive and the Edwin F. Brennan Plaza (part of the borough municipal complex along Borough Park Drive). The "Rockin'" theme this year will be marked by a number of live music/dancing performances at both venues, including bands specializing in tunes from the 1940s through today. Firefighters from the southern part of Baldwin Borough are hosting a mattress sale on Saturday and Sunday, Aug. 25 and 26, at their South Baldwin Social Hall (part of the firehouse complex). The event runs from 10 a.m. to 5 p.m. on Aug. 25 and noon to 5 p.m. the next day, and portions of the proceeds benefit the volunteer efforts of the South Baldwin firefighters.
