New Baldwin Twp. Manager Will Start April 2

Rob Zahorchak will become the newest manager of Baldwin Township on April 2, replacing Mary McGinley, who attended her final township Board of Commissioners meeting as manager on Tuesday night. Zahorchak was also at the meeting—his first—in the role of assistant to the township manager, a position that he assumed on Monday until McGinley retires at the end of the month. McGinley has served as the manager/secretary of the small municipality in Pittsburgh's South Hills area for the past 38 years and said goodbye on Tuesday, thanking her fellow township employees and welcoming Zahorchak. Concert & Dinner Benefit for Cancer Fight Baldwin Township Commissioner John Paravati promoted a special fundraiser during Tuesday night's township Board of Commissioners meeting. The fundraiser is a dinner and concert event on March 9 to benefit Carol Reffner, who was diagnosed with cancer in 2012. Carol is the wife of Castle Shannon Volunteer Fire Department Chief Bill Reffner. (Castle Shannon Fire services Baldwin Township.) Baldwin Township Board Delaying 2013 Millage Decision

For now, the township's property tax rate remains the same.

Concerned over how Allegheny County officials will rule on property value appeals—including ones from Baldwin Township property owners—the township's Board of Commissioners has decided to hold off on finalizing Baldwin's 2013 budget. The commissioners, acting on a recommendation from township solicitor Tom McDermott, made that decision by way of a 4-0 vote at their meeting on Tuesday night. (Commissioner Nick Pellegrino was absent.) County officials aren't expected to finish making decisions on property value appeals stemming from a court-ordered countywide real estate reassessment until late December, so the Baldwin Township Board of Commissioners will have to wait until at least then to make a final decision on the township's 2013 …

When the letter came in the mail, nothing changed. The numbers were still doubled. Then we filed for a formal hearing. Got the notice. Could not make the hearing. Scheduled another. Never heard back. Baldwin Township in Allegheny County is seeking candidates for its municipal manager/secretary position. Longtime township Manager Mary McGinley is retiring from that position in January 2013. (UPDATE: McGinley will remain employed for an unspecified amount of time in order to assist with the hiring of a new manager.) The manager/secretary oversees all day-to-day operations of the township. Applicants for the opening must have a minimum of a bachelor's degree in public management, public administration or a related field, and prior local government management experience in budgeting, finance, personnel, collective bargaining, public works and public safety. Lebanon Complex Updates Baldwin Township Board of Commissioners member Bob Downey said in an interview after a board meeting on Tuesday night that township officials have not received an update from Mt. Lebanon officials yet regarding their plans (or even lack thereof) for the development an outdoor athletics complex on the Baldwin Township border. The approximately 23-acre-large "McNeilly Park" complex will include "less than probably even a quarter of an acre" of Baldwin Township land—according to Mt. Killing two cats at a home on Donaldson Drive will certainly stop those two from breeding, but it won't solve a larger Baldwin Township problem of stray and feral cats. Regardless, there's a better way to prevent unwanted breeding. Those were the arguments presented by two 11-year-old girls—South Hills residents Tehla Dakota and Kialiegh Davis—and a host of accompanying adults at a Baldwin Township Board of Commissioners meeting on Monday night. Sue, I know in Baldwin Borough there is a limit on the number of animals that you can have and they do have to have both cats and dogs licensed. Baldwin Township and Whitehall does not have that. Web Update The saying goes, "If it ain't broke, don't fix it." But the Baldwin Township Board of Commissioners has decided to upgrade the township's website anyway. As board President Eileen Frisoli said, "We needed it done." On Tuesday night, the commissioners unanimously agreed on the latest of motions aimed at executing a website redesign project for Baldwin Township that should improve residents' awareness of municipal activities and policies, including having the township's code of ordinances available in a searchable format similar to Baldwin Borough's. Baldwin Township Officials Raise Sewage Rate

Sewage Rate Rises About $5 Per Month By a unanimous vote, the Baldwin Township Board of Commissioners decided on Tuesday night to raise the sewage rate in the township by $1 per every 1,000 gallons used—from $4.50 to $5.50. The reason for the increase, Commissioner Nick Pellegrino said, is to help fund pending repairs to be made to the McNeilly Road sewage system, though which Baldwin Township, Dormont Borough, Mt. Lebanon and Pittsburgh residents send sewage. Baldwin sewage accounts for the smallest part of the McNeilly system, Baldwin Township Manager Mary McGinley said, and thus, the township will be the least financially responsible for the repairs of the four municipalities. Nevertheless, the repairs will be costly enough that the …

EZ Auto Sales’ Applications Approved Filling in for township solicitor Tom McDermott, attorney Jeff Hollowood presented Baldwin Township’s solicitor’s and engineer’s recommendation to the Board of Commissioners to approve EZ Auto Sales’ applications for a conditional use and site plan at 514 McNeilly Road. EZ Auto Sales wishes to run a motor vehicle sales agency at 514 McNeilly. Read more about EZ Auto Sales here.
