Baldwin Council to Consider Raising Swimming Pool Rates

Also on the table are discounted half-day and half-season passes.

Rates to use the Baldwin Borough Swimming Pool may rise in 2013 by $5 per season pass. At the same time, rates to use the pool for only a half-day or a half-season may fall. Borough Manager John Barrett told the Baldwin Council at its meeting on Tuesday night that he and borough pool Manager Chris Milius spoke recently and came up with those suggestions as ways to raise revenue for the pool, which officials say is losing money. "It wasn't built to make money off of," Councilman John Ferris said. "You're never going to make money off of that pool. A swimming pool is nothing but for the residents, for their convenience." Baldwin Council Denies Ryan Homes' Request

The council makes its decision unanimously.

The Baldwin Council unanimously rejected on Tuesday night a request from representatives of Ryan Homes, borough Manager John Barrett said.  Ryan Homes is a developer of residences in north Baldwin Borough's Breckenridge Highlands complex, and its request was for borough officials to make an exception to the amount of space required in the borough between a structure and the street that it sits along (known as "setback"). The impetus for the request is that Ryan wished to build "morning rooms" onto five future Breckenridge homes. The morning rooms are extra living spaces built onto residences' kitchens. Salary Raise Approved for Borough Tax Collector

The position gets an extra $2,400 per year.

Baldwin Borough's real estate tax collector for the next four years—whomever that may be—is getting a raise. The Baldwin Council voted, 4-2, to approve the salary increase at a special meeting on Friday night. Gail Dobson Mikush, the borough's current real estate tax collector, requested the raise, which she called a "cost of living increase" in a letter addressed to the council. Mikush requested to move her position's salary from $10,000 per year to $12,400. JB, this was discussed at some public meetings, but no action was ever taken until the special meeting. By law, the council had to make a decision by the end of Friday, so I believe that that's why it scrambled to set up something.   more ›

Council Will Repair Roads Only in South Baldwin This Year

Baldwin Borough's council members voted, 6-1, on Tuesday night in favor of using the borough's road funds to repair only roads in south Baldwin this year. Councilman Bob Collet made that motion, saying that the borough should save money by keeping its resurfacing equipment in one general area as opposed to taking it across Route 51 and up Streets Run Road to north Baldwin. "I can't see jumping around the borough just to make people think that things are even," Collet, a central Baldwin resident, said after hearing from borough engineers that the cost of transporting equipment will eat away at the money designed to actually fix the borough's roads. Baldwin Council Mulling Ryan Homes Decision

A developer of north Baldwin homes wants an exception to be made.

Should some future properties in north Baldwin Borough be treated differently than developments in the rest of the borough are? That is the question facing the Baldwin Council, and according to borough solicitor Stanley B. Lederman, the council has 45 days to answer it. LIST: Leaders Discuss Which Roads Should Be Repaved in Baldwin Boro

And other notes from Tuesday night's Baldwin Council meeting.

Road Repair The Baldwin Borough Council is reviewing a preliminary list of 29 Baldwin streets and 30 total borough spots that are in need of some sort of road repair. The borough's 2013 budget shows $800,000 allocated for such repair (up $50,000 from 2012), but the estimated cost to repair all 30 spots discussed at Tuesday night's council agenda meeting is over $3 million, meaning that not every troubled spot can likely be corrected this year. The list includes 15 spots each in north and south Baldwin: Instead of completely repaving each of these places for long-term restoration, the borough could save money and extend the life of existing pavement by merely seal coating, or "tar-and-chipping," troubled spots, borough engineer Larry …

Ann Scott Rejoins Civil Service Commission in Baldwin

Scott's replacement was an ineligible appointment. Also, more borough appointments and other notes to report.

Ann Scott Returns Former longtime Baldwin Borough municipal employee Ann Scott's replacement on the borough's all-volunteer Civil Service Commission in April should never have been appointed. The Baldwin Council officially recognized that mistake in October when it accepted the resignation of her replacement—James Behers. As a state constable, Behers was ineligible for a spot on the Civil Service Commission, something that no council member was aware of when he was appointed. At a meeting on Tuesday night, the council brought Scott back to the commission with a narrow, 4-3 vote, and she will serve there again until at least the end of April 2018. Baldwin Boro Seeking New Animal Control Services

New Animal Control Services? The Baldwin Borough Council received just one bidder each of the last two times that it requested proposals for animal control services, and both times, they were from the same company. Now, that company—Triangle Pet Control Services—has been shut down by the Pennsylvania Department of Agriculture for allegedly defrauding the state by getting paid for services that it didn't perform, leaving Baldwin Borough without a company to collect stray animals. But borough Manager John Barrett said at borough council meeting on Tuesday night that he is researching possible successors to Triangle Pet Control to cover Baldwin in 2013. Ferris Quite Upset with Fellow Council Members Although Councilmen David Depretis and John Conley were absent from Tuesday night's Baldwin Borough meeting, there were still enough of their fellow council members present to approve of the firing of an unnamed borough employee. The Baldwin Council voted, 4-1—Councilman John Ferris had the only "no" vote—to approve of the termination, but Councilman Ed Moeller explained after the meeting that his "yes" vote was merely to authorize borough Manager John Barrett to act on the termination if Barrett believed that there was just cause to do so. Baldwin Borough Expected to Add Police Officer

The decision does not come lightly, as things got heated on Tuesday night. More funds should be coming for the borough's road program, as well.

Chalk one up for the underdogs. Actually, chalk two up. John Conley played the role of swing voter at a special Baldwin Council meeting on Tuesday night, joining fellow Councilmen Bob Collet, Larry Brown and Ed Moeller in support of adding a full-time patrol officer to the Baldwin Borough Police Department roster. The foursome made up an unofficial majority during the meeting—which was scheduled as part of a continued discussion regarding the borough's 2013 budget—when council members couldn't agree on whether or not to add the police officer.
