The council makes its decision unanimously.
The Baldwin Council unanimously rejected on Tuesday night a request from representatives of Ryan Homes, borough Manager John Barrett said. Ryan Homes is a developer of residences in north Baldwin Borough's Breckenridge Highlands complex, and its request was for borough officials to make an exception to the amount of space required in the borough between a structure and the street that it sits along (known as "setback"). The impetus for the request is that Ryan wished to build "morning rooms" onto five future Breckenridge homes. The morning rooms are extra living spaces built onto residences' kitchens. The start of Tuesday night's Baldwin Borough Council meeting was delayed by about 10 minutes to allow the Baldwin Council to finish another meeting with borough police Chief Michael Scott. The chief's private meeting with Baldwin's elected officials was to discuss personnel, borough Manager John Barrett said. The meeting comes less than three days after a Sunday morning shooting at a home on Elmwood Drive in the central part of the borough left one Baldwin police officer—Sgt. Ralph Miller—with gunshot wounds in his hip/lower back area. Road Repair The Baldwin Borough Council is reviewing a preliminary list of 29 Baldwin streets and 30 total borough spots that are in need of some sort of road repair. The borough's 2013 budget shows $800,000 allocated for such repair (up $50,000 from 2012), but the estimated cost to repair all 30 spots discussed at Tuesday night's council agenda meeting is over $3 million, meaning that not every troubled spot can likely be corrected this year. (UPDATE: Baldwin Council Rescinds 2013 Budget Advertisement) Not only has the Baldwin Council erased an initial $1-million-plus budget shortfall for 2013, but the borough's leaders have also established—for the first time in memory—a five-year capital improvements plan that sets aside surplus funds for specific borough programs and infrastructure. After gathering regularly for special public meetings since September, Baldwin Borough's councilmen did what could be their final combing-through of the borough's budget on Tuesday night and agreed by a 6-0 vote to display the budget for public review ahead of its expected future passing. The Baldwin Council voted, 4-1—Councilman John Ferris had the only "no" vote—to approve of the termination, but Councilman Ed Moeller explained after the meeting that his "yes" vote was merely to authorize borough Manager John Barrett to act on the termination if Barrett believed that there was just cause to do so. Tracey LaPaglia, a Baldwin Borough police officer who was injured while working for the borough in 2010, is claiming discrimination by borough leaders in a civil rights lawsuit filed in federal court on Wednesday. According to the Pittsburgh Tribune-Review, LaPaglia says that she was assigned secretarial duties after her injury—work that was never assigned to Baldwin's injured policemen. LaPaglia says that this is just one way that she was treated differently than injured male officers, the Tribune-Review reports.
