High Grass, Shaky Buildings, Other Eyesores At a Whitehall Borough Council meeting on Wednesday night, Councilman Philip Lahr talked about foreclosures in Whitehall and the eyesores that they can become. "Some of these properties have been vacant for four years," Lahr said. "The grass is high, and I know of one property where a structure is starting to collapse." Borough solicitor Irving Firman told Lahr that Whitehall administration is trying to take legal action on some of those foreclosed properties and issue municipal liens and tax collecting. "In some cases," Firman said, "there are absentee landlords or there is some difficulty tracking down the particular bank or LLC (limited liability company) that owns the properties." Councilman …

B-W School Board Hears Tough News Regarding Progress Levels

The school district falls to the state's 'Warning' level.

A year after seeing each of its tested schools achieve adequate yearly progress (AYP) levels, the Baldwin-Whitehall School Board absorbed the sobering news on Wednesday night that only half of those schools made AYP this year. Assistant Superintendent Denise Sedlacek made the announcement to the school board at its September agenda meeting, revealing that Whitehall Elementary and Baldwin High schools failed to make AYP and that the B-W School District itself has been saddled with a "Warning" tag by the Pennsylvania Department of Education (PDE). Whitehall Officials Select Citizen of the Year

'Jason Coll Day' will be proclaimed on Aug. 25.

Saturday, Aug. 25, will not only be Community Day for Whitehall Borough; it will also be "Jason Coll Day." Coll—a composer, a musical director and a member of South Hills Area Against Dangerous Drilling (SHAADD)—has been chosen by Whitehall's elected officials as the borough's 18th annual Citizen of the Year. Coll will officially be crowned on Aug. 25 at Snyder Park at around 10 a.m., as Mayor James F. Nowalk and the Whitehall Council will proclaim that day "Jason Coll Day" in front of finishers and spectators of the borough's annual 5,000-meter race and 1-mile fun walk. Workers' Compensation Changes Likely for B-W School District

Henderson Brothers recommends its return-to-work program.

The Baldwin-Whitehall School District is expected to institute a return-to-work program for its employees that Henderson Brothers representative Jared Sadowski says could save the district significant money. Sadowski, a certified school risk manager, made a presentation to the B-W School Board on Wednesday night in which he explained that workers' compensation claims for school employees are increasing at an average of 20 percent per year over the past five years. A return-to-work program allows injured employees to spend less time on workers' compensation, Sadowski explained, by assigning temporary alternative duties to those employees, such as office work for a physically injured laborer. Extracurricular Activities Eligibility Confusion over what makes students eligible to participate in extracurricular activities in the Baldwin-Whitehall School District should come to an end next week. At least, that's the plan. New Superintendent Dr. Randal A. Lutz told the B-W School Board at a meeting on Wednesday night that he will submit a revised extracurricular participation policy for the board to vote on next week. That revised policy is expected to enforce a uniform standard for not only student-athletes in grades 7-12 but also for any student in those grades who wishes to participate in other activities, such as German Club, student newspaper, et al. Staff Cuts, Furloughs Help Baldwin-Whitehall Balance its Budget

Some teaching and other staff positions will be eliminated for 2012-13.

The Baldwin-Whitehall School Board rejected a proposal by B-W School District administrators at a meeting on Wednesday night to raise district taxes, opting instead for no tax increase. But proposal rejections by the school board were still rare on Wednesday, as the board also approved the elimination of several teaching and other staff positions in Baldwin-Whitehall in order to balance its 2012-13 budget. Gone for 2012-13 are the positions of director of pupil services, assistant transportation manager and technology department technician. And the employees assigned to those positions—Virginia Deasy, David Sparrow and Paul Huwalt, respectively—have each been furloughed. In an unexpected move, the Baldwin-Whitehall School Board shot down a recommendation by B-W School District administrators to raise the district's tax rate by 0.5 mills. Instead, a new 2012-13 budget plan adopted by the school board at its meeting on Wednesday night keeps Baldwin-Whitehall's taxes at a rate of 23.40 mills for at least another fiscal year. And while votes on both budget plans were split—7-2 against raising taxes and 6-3 in favor of no increase—board members were unofficially unanimous in asserting that the district will eventually see its first tax increase since 2006-07. NB resident, I see a big tax increase next year unless they plan on cutting more programs that educate our students. When will they give them selves another raise? It is our students that are being hurt. When they take college entrance test, they are so far lacking in education that they need to spend 3 years at CCAC instead of 2 to make up for things that they should of learned in high school.   more ›

Baldwin-Whitehall School Tax Increase Expected to Be 1/2 Mill

The B-W School Board will vote June 13 on its final 2012-13 budget, which calls for a tax increase of 0.5 mills instead of the 1.08 mills considered in an earlier plan.

Baldwin-Whitehall School District residents braced for a tax increase of 1.08 mills for 2012-13 can breathe a bit easier. The B-W School Board on Wednesday night moved away from that figure and toward a 0.5-mill increase instead. On June 13, the board will have a final vote on the proposed increase as part of its $60.5-million budget. If approved, the owner of a property with an assessed value of $100,000 in Baldwin Borough, Whitehall Borough or Baldwin Township can expect to pay an additional $50 per year as the district's tax rate rises to 23.90 mills. Over $339,000 in Savings for B-W School District

Refinancing Leads to Big Savings An Internet bond auction on Wednesday morning has led to big savings for the Baldwin-Whitehall School District, according to Jamie Doyle, of Public Financial Management—the district's financial adviser regarding debt. Doyle spoke at Wednesday night's B-W School Board meeting to reveal that Bank of New York Mellon Capital Markets had won that morning's auction to refinance a general obligation bond that the school board issued in 2005. BNY Mellon's winning interest rate bid was approximately 1.54 percent on $4,945,000, with no bond insurance required due to Baldwin-Whitehall's, as Doyle puts it, "excellent credit rating." Wearing an "always be nice to the lunch lady" T-shirt, Debbie Simeone, a well-liked and retired cafeteria worker from the Baldwin-Whitehall School District, presented the latest of her "Debbie Simeone Good Manners" awards at a B-W School Board meeting on Wednesday night. Simeone, who has worked at all five district schools, usually hands out her awards to students for remembering to say "please" and "thank you" to cafeteria workers, but she used public comments time at Wednesday's board meeting to thank—and embrace—a number of district employees for their time in Baldwin-Whitehall.
