High Grass, Shaky Buildings, Other Eyesores Irking Whitehall

The borough council also discussed on Wednesday night upcoming library renovations as well as Community Day success.

High Grass, Shaky Buildings, Other Eyesores At a Whitehall Borough Council meeting on Wednesday night, Councilman Philip Lahr talked about foreclosures in Whitehall and the eyesores that they can become. "Some of these properties have been vacant for four years," Lahr said. "The grass is high, and I know of one property where a structure is starting to collapse." Borough solicitor Irving Firman told Lahr that Whitehall administration is trying to take legal action on some of those foreclosed properties and issue municipal liens and tax collecting. Whitehall Council Argues Over Street Islands

A heated debate on Wednesday night regarding Whitehill Circle. Also, several other discussions over environmental issues.

As the Whitehall police headquarters gears up to go green with a new, environmentally friendly roof, residents of Whitehill Circle plead for the Whitehall Borough Council to return to green by restoring an island in the middle of their cul-de-sac. A Circular Discussion Whitehill Circle residents Regina and Anthony Frankenfield and Lucy Buzzeo made impassioned speeches to the Whitehall Council on Wednesday to restore the Whitehill island and to put back up a red dogwood tree that was the showpiece of their neighborhood. Councilman Philip Lahr was the first to apologize to the residents; though, Lahr believed that the residents were duly notified about the change in the way that their cul-de-sac would look. MRTSA Moving to Old Whitehall Fire Station

Route 51 'Safety Center' The Whitehall Borough base of Medical Rescue Team South Authority (MRTSA), now found on Borough Park Drive, is in the process of moving to the old Whitehall Fire Company station across from Baldwin High School along Route 51. The old fire station sits directly next to the newest Whitehall fire station, which opened this spring. MRTSA's soon-to-be-former Whitehall base will be used by the borough's public works department. Ever since the South Hills Country Club leased part of its land to Chesapeake Energy to allow high-volume slickwater hydraulic fracturing in Whitehall Borough, Whitehall's elected officials have taken some heat. But in front of a large crowd at Wednesday night's Whitehall Council meeting, those officials stood up for themselves during often-heated exchanges with borough residents. Shade Tree Motion Passes at Whitehall Council Meeting

Shade Tree Commission The Whitehall Borough Council unanimously passed a resolution on Wednesday night to enter into a multi-municipal Shade Tree Commission with nearby Baldwin and Brentwood boroughs. Brentwood, Baldwin and Whitehall—along with the Pittsburgh neighborhoods of Carrick and Overbrook—are already part of multi-municipal planning group for the Route 51 corridor, and the Shade Tree Commission would be an extension of that cooperation. The commission will be made up of nine non-compensated members appointed for five-year terms, with the possible addition of three other members. "This is a good thing," said Whitehall Mayor James F. SHAADD Group Asks Whitehall Council to Strengthen Oil and Gas Ordinance

Five members of the group expressed their concerns at a council meeting on Wednesday night.

During the citizens request portion of a Whitehall Borough council meeting on Wednesday night, Sarah Scholl was the first to address the council and an audience of nearly 20 community members on behalf of South Hills Area Against Dangerous Drilling (SHAADD). As a Whitehall resident, Scholl expressed concerns about hydraulic fracturing, or "fracking," in the borough and the potentially detrimental effects that it could have on the quality of local air, water, soil and property values. "There's not a single representative at the state level who is taking a strong stance against this," she said. "It's presumed to be inevitable." Weyman-Provost Junkyard May Get Makeover

A South Hills resident wants to turn a longtime eyesore into a storage facility.

By the end of spring, Whitehall Borough residents may find themselves rid of a neighborhood blemish—finally. At a Whitehall Council meeting on Wednesday night, businessman Tom Kesten told the council that he wants residential zoning changed on a property between Provost and Weyman roads formerly occupied by an auto salvage company. The junkyard had been there when the borough was formed in 1948, but for years, it has sat unused and has been an eyesore. Kesten hopes to change that. He wants to buy the property and turn it into a high-end storage facility. "Without any help with zoning, it's a stalemate," Kesten said, adding that he's eager to clean the site up. Whitehall Council Pondering Increase in Local Services Tax

Those that work in the borough would face a $52 aggregate charge per year.

Whitehall Borough solicitor Irving Firman read an amendment to the Whitehall Council on Wednesday night that alters the borough’s code as it relates to the Local Services Tax (formerly known as the Emergency and Municipal Service Tax). Should the council approve the amendment, all those whose place of employment lies within Whitehall’s borders will be charged a $52 fee per year—collected throughout the year rather than being a one-time charge. That would represent an increase from the borough’s previous charge of $15 per year. The Whitehall Council expects to vote in December on whether or not to pass the amendment. The amendment would become effective on Jan. 1, 2012. Taxpayers whose total earned income and net profits from all sources …
