Should DUI Alcohol Limit Be Lowered to 0.05 Percent?

The National Transportation Safety Board recommends reducing the limit. Some say that it would save lives. Others say that it's unreasonable.

One drink could be the standard for drunken driving—at least for some people—if the National Transporation Safety Board (NTSB) has its way. On Tuesday, the NTSB recommended that states lower the blood-alcohol threshold for driving under the influence from 0.08 percent to 0.05 percent. About 10,000 deaths per year are related to drunken driving. The lower limit would save 500 to 800 lives per year, according to the NTSB. We asked Baldwin-Whitehall folks on Facebook what they thought of the recommendation, and five people supported it. No opposition was voiced. However, officials at the American Beverage Institute called the proposal "ludicrous." They said that the average woman could reach the 0.05-percent limit by having one drink. …

Good idea but it doesn't go far enough. If the legislature wants to socially engineer our behavior it must set an example. Fines and penalties must be doubled for ploiticians, judges and law enforcement officials who are found guilty of DUI using the same principle as speeding in a work zone. Chart: How Many Drinks Will Get You a DUI?

If you insist on driving after a few drinks to celebrate St. Patrick's Day, here's what you should know about how alcohol affects your system—and your criminal record.

Do you know how many drinks that you can have before you're in danger of drunken driving? Baldwin Borough, Whitehall Borough and Baldwin Township police are always on the lookout for drunk drivers, particularly over the St. Patrick's Day weekend. When police pull drivers over for suspected drunken driving, they often ask them to perform field-sobriety tests and to take breath-analyzer tests to measure blood-alcohol content (BAC). A BAC test measures the percentage of alcohol that is present in a person's bloodstream. Pennsylvania's legal limit is 0.08 percent. Baldwin Township Police Make Pair of Arrests

Both women are being charged with DUI.

Castle Shannon Woman Arrested A Baldwin Township police officer stopped a motorist on McNeilly Road at around 1:19 a.m. on Sunday for speeding and failing to obey a traffic light at the Sussex Avenue-McNeilly intersection, Baldwin Township police Chief Terrence P. O'Brien said. The officer reported smelling alcohol coming from the motorist—Renee Herring, 31, of Belleville Street in Castle Shannon Borough—O'Brien said, and put her through a field-sobriety test, which she failed. She was then arrested and taken to St. Clair Hospital for a blood test (results pending). Police are charging Herring with suspicion of driving under the influence of alcohol. Man, Woman Arrested in Baldwin Twp. on DUI Charges

Both arrests occurred on Feb. 16.

Lebanon Area DUI Task Force, a Baldwin Township police officer stopped a motorist in the 2600 block of Route 88 in Pittsburgh's Overbrook neighborhood at around 12:12 a.m. on Feb. 16 for erratic driving, Baldwin Township police Chief Terrence P. O'Brien said. Brian Daetwyler, 33, of Village Green Drive in the Heritage Hills complex of Jefferson Hills Borough, was speeding and crossing the center line in the 100 block of McNeilly Road, O'Brien said. Daetwyler displayed signs of intoxication, O'Brien said, before the officer put him through breath-analyzer and field-sobriety tests, which he failed, and took him to the Mt. Police Planning DUI Patrols in the South Hills

Numerous police departments, including Baldwin Township's, are planning to participate this weekend.

Numerous police departments from across Pittsburgh's South Hills area, including Baldwin Township's, are planning to participate in roving DUI patrols on Friday night and early Saturday morning. Other participating police departments include ones from Bridgeville Borough, Scott Township, Heidelberg Borough, Collier Township, South Fayette Township, Mt. Lebanon, Castle Shannon Borough, Dormont Borough and Green Tree Borough. Officers from those municipalities will be on patrol looking for impaired drivers. However, they will not set up any stationary checkpoints throughout the night, police said. The effort is in conjunction with the Mt. Brentwood Woman Charged with Spitting, Urinating in Whitehall Police Holding Cell

She was pulled over for erratic driving on Route 51.

A Brentwood Borough woman is in the Allegheny County Jail on charges of driving under the influence of alcohol, resisting arrest, disorderly conduct, aggravated harassment by a prisoner and institutional vandalism following an arrest on Route 51 on Monday night. Jenna Rose Difrancesco, 28, of 105 Kaplan Ave., was stopped by a Whitehall Borough police officer between Stewart Avenue and Greenlee Road at around 9:10 that night for erratic driving, Whitehall police Deputy Chief Richard M. Driver Stopped, Asleep in Middle of Lucy Drive

Also, Baldwin police are participating in a program aimed at reducing pollution caused by the disposal of drugs.

DUI Arrest A Baldwin Borough police officer came across a stopped vehicle in the middle of Lucy Drive near McAnulty Road at around 12:23 a.m. on Wednesday. Its driver was asleep behind the wheel, according to Baldwin's police report of the incident. The officer smelled alcohol upon approaching the driver—Steven Brnusak, 31, of Millet Lane in Pleasant Hills Borough. Brnusak then failed field-sobriety tests, was arrested and was transported to Jefferson Regional Medical Center for a blood test (results pending) before being taken home and released to the custody of his wife. Brentwood, West Mifflin Residents Arrested by Baldwin Police

The incidents occurred on Sunday and Monday, respectively.

DUI Arrest on Glass Run Road A Baldwin Borough police officer stopped a vehicle on Glass Run Road at around 12:24 a.m. on Sunday for erratic driving, according to a police report. The officer approached the vehicle and smelled alcohol coming from its driver—William Bertan, 33, of Radisson Road in Brentwood Borough—according to the report. The officer also reported that Bertan admitted to recently drinking alcohol. Bertan then failed a breath-analyzer test and some field-sobriety tests before being arrested and taken to the Baldwin police station, where he again failed a breath-analyzer test. Fights Along Curry Road Cap Youth Football Banquet

The incident occurred on Saturday night at Salvatore's in south Baldwin Borough.

Baldwin Borough police went to the Curry Commons shopping plaza in south Baldwin at around 10:33 p.m. on Saturday for a report of multiple fights and a driver suspected by police of being intoxicated leaving the plaza's parking lot with children. The incident took place after a banquet for Thomas Jefferson Youth Football at Salvatore's of Little Giant World of Catering. According to a police report of the incident, multiple witnesses said that they saw Gregory M. Borneman, 31, of Chelton Avenue in Pittsburgh's Brookline neighborhood, fighting with other men both before and after driving his car in and near the parking lot. Police Find Suspected Heroin Patrolling South Baldwin

Heroin, Marijuana Baldwin Borough police officers on patrol at around 4:50 p.m. on Saturday came across two men in The Residences of South Hills apartments complex that, according to a police report, had a strong odor of marijuana coming from them. The officers received a consent to search the men and found approximately 50 bags of suspected heroin on Bryan E. Woods, 24, of Ajay Drive in South Park Township, and a bag of suspected marijuana on Jacob Daniel Palaski, 22, of Sylvania Drive in South Park, according to the report. Also found on Woods were two hypodermic needles and a bent spoon with a white residue. According to the report, Woods and Palaski said that they jointly purchased the suspected heroin for $300.
