Gas line work has shut down Provost Road in Whitehall Borough for about a week, but Pennsylvania Department of Transportation District 11-0 safety press officer Steve Cowan said that the work is expected to be completed by the end of this week. At that time, the closure on Provost will be lifted, Cowan said. The gas line work is part of the Routes 51-88 realignment project, Cowan said, and soon, the work will shift to an area along Route 51 from Stewart Avenue to Route 88. Traffic from both directions on Brownsville Road will be restricted to just one alternating lane between Willard Drive and Curry Hollow Road 24 hours per day and seven days per week from 7 a.m. on Monday, May 13, until 8 p.m. on Friday, May 24, as part of the final phase of the Brownsville-Curry Hollow-Broughton Road realignment project. Work crews will be active from 7 a.m. until 8 p.m. Mondays through Fridays during that time period. Crews from the Pennsylvania Department of Transportation District 11-0 will cause temporary lane closures and restrictions on Route 51 from at least Dec. 10 to 14, 2012, due to pothole patching. The work will occur in various locations across the busy state road—specifically, from its Brownsville Road intersection on the border of Whitehall and Brentwood boroughs to its Route 88 intersection in Pittsburgh's Overbrook neighborhood. Noralco Corporation crews will be removing a water pump building along East Carson Street in north Baldwin Borough this weekend, April 19-22, weather permitting, according to the Pennsylvania Department of Transportation. The work will require East Carson to be closed between Becks Run Road in north Baldwin and the Glenwood Bridge in Pittsburgh's Hays neighborhood from approximately 10 p.m. on Friday through approximately 5 a.m. on Monday. Short-term lane closures on East Carson Street in the Borough of Baldwin and the City of Pittsburgh will occur on Tuesday, April 9 weather permitting. Single-lane traffic will occur in work areas from 9 a.m. to 3 p.m. Tuesday. Stop conditions will occur. "Motorists should use caution, allow extra time, and be aware of changing traffic patterns in the area," according to the PennDOT news release. A concern about noisy nighttime trash collections in a North Hills community raises a bigger question of whether trash collection, lawn mowing, construction and other noisy activities in Pittsburgh's suburbs should have time limits.
Complaints from residents in a North Hills community have brought to light a problem that many municipalities have faced over time—when to restrict noise-making activities. Noise at night has been the topic of conversation at many board of commissioners and council meetings throughout the Pittsburgh area over the years. Ross Township commissioners are amending an ordinance to restrict the collection of garbage from commercial and/or non-residential areas from 6 a.m. until 7 p.m. Currently, trash collection is not allowed in Ross between 11 p.m. and 5 a.m. under an ordinance enacted in 1993. The township's decision was made after residents complained about noisy, night garbage collections near three North Hills School District buildings. …

It starts on April Fool's Day, but it's not a joke—work on the Broughton/Baptist intersection in Bethel Park begins Monday, and there are other traffic changes to be aware of in the area. Work to improve safety and reduce congestion at the intersection of Broughton and Baptist roads will resume Monday, April 1, weather permitting, according to PennDOT.
