Ann Scott Returns Former longtime Baldwin Borough municipal employee Ann Scott's replacement on the borough's all-volunteer Civil Service Commission in April should never have been appointed. The Baldwin Council officially recognized that mistake in October when it accepted the resignation of her replacement—James Behers. As a state constable, Behers was ineligible for a spot on the Civil Service Commission, something that no council member was aware of when he was appointed. At a meeting on Tuesday night, the council brought Scott back to the commission with a narrow, 4-3 vote, and she will serve there again until at least the end of April 2018. New Animal Control Services? The Baldwin Borough Council received just one bidder each of the last two times that it requested proposals for animal control services, and both times, they were from the same company. Now, that company—Triangle Pet Control Services—has been shut down by the Pennsylvania Department of Agriculture for allegedly defrauding the state by getting paid for services that it didn't perform, leaving Baldwin Borough without a company to collect stray animals. But borough Manager John Barrett said at borough council meeting on Tuesday night that he is researching possible successors to Triangle Pet Control to cover Baldwin in 2013. John Conley played the role of swing voter at a special Baldwin Council meeting on Tuesday night, joining fellow Councilmen Bob Collet, Larry Brown and Ed Moeller in support of adding a full-time patrol officer to the Baldwin Borough Police Department roster. The foursome made up an unofficial majority during the meeting—which was scheduled as part of a continued discussion regarding the borough's 2013 budget—when council members couldn't agree on whether or not to add the police officer.
