Baldwin Manager Urges Duquesne Light to Pursue LED Technology

How Are Those Lights Coming? Baldwin Borough Manager John Barrett said at Tuesday night's Baldwin Council meeting that he continues to urge Duquesne Light officials to investigate the possibility of installing LED lights in Baldwin. However, Duquesne Light, which owns the borough's streetlights, still does not have an LED lighting option ready for Baldwin in order to help the borough to save on energy costs. In 2012, Baldwin officials gave Duquesne Light the go-ahead to eliminate more than 27 percent of the borough's streetlights (all non-LED) in order to save money. Salary Raise Approved for Borough Tax Collector

The position gets an extra $2,400 per year.

Baldwin Borough's real estate tax collector for the next four years—whomever that may be—is getting a raise. The Baldwin Council voted, 4-2, to approve the salary increase at a special meeting on Friday night. Gail Dobson Mikush, the borough's current real estate tax collector, requested the raise, which she called a "cost of living increase" in a letter addressed to the council. Mikush requested to move her position's salary from $10,000 per year to $12,400. JB, this was discussed at some public meetings, but no action was ever taken until the special meeting. By law, the council had to make a decision by the end of Friday, so I believe that that's why it scrambled to set up something.   more ›

Baldwin Resident Wants to Revamp McAnulty Park

And other notes from Tuesday night's borough council meeting.

McAnulty Park Ever been to McAnulty Park? Ever even heard of it? You're probably not alone. But Brian Urban sure has, and he sees room for improvement. Urban, a lifelong Baldwin Borough resident, is seeking no reimbursement for his time and effort but asked the Baldwin Council during its meeting on Tuesday night to allow him to seek funds for borough officials to use in revitalizing the park. The park is made up of a hilly green space, a walking trail, a gazebo and basketball/tennis courts and is found between Meadowcrest Road and Carmen Drive in south Baldwin (behind McAnnulty Elementary School). Council Will Repair Roads Only in South Baldwin This Year

Baldwin Borough's council members voted, 6-1, on Tuesday night in favor of using the borough's road funds to repair only roads in south Baldwin this year. Councilman Bob Collet made that motion, saying that the borough should save money by keeping its resurfacing equipment in one general area as opposed to taking it across Route 51 and up Streets Run Road to north Baldwin. "I can't see jumping around the borough just to make people think that things are even," Collet, a central Baldwin resident, said after hearing from borough engineers that the cost of transporting equipment will eat away at the money designed to actually fix the borough's roads. Ann Scott Rejoins Civil Service Commission in Baldwin

Scott's replacement was an ineligible appointment. Also, more borough appointments and other notes to report.

Ann Scott Returns Former longtime Baldwin Borough municipal employee Ann Scott's replacement on the borough's all-volunteer Civil Service Commission in April should never have been appointed. The Baldwin Council officially recognized that mistake in October when it accepted the resignation of her replacement—James Behers. As a state constable, Behers was ineligible for a spot on the Civil Service Commission, something that no council member was aware of when he was appointed. At a meeting on Tuesday night, the council brought Scott back to the commission with a narrow, 4-3 vote, and she will serve there again until at least the end of April 2018. Baldwin Council Finalizes Budget (for Now), Will Wait on Word from County

For the first time in memory, the borough boasts a five-year capital improvements plan.

(UPDATE: Baldwin Council Rescinds 2013 Budget Advertisement) Not only has the Baldwin Council erased an initial $1-million-plus budget shortfall for 2013, but the borough's leaders have also established—for the first time in memory—a five-year capital improvements plan that sets aside surplus funds for specific borough programs and infrastructure. After gathering regularly for special public meetings since September, Baldwin Borough's councilmen did what could be their final combing-through of the borough's budget on Tuesday night and agreed by a 6-0 vote to display the budget for public review ahead of its expected future passing. Baldwin Borough Expected to Add Police Officer

The decision does not come lightly, as things got heated on Tuesday night. More funds should be coming for the borough's road program, as well.

Chalk one up for the underdogs. Actually, chalk two up. John Conley played the role of swing voter at a special Baldwin Council meeting on Tuesday night, joining fellow Councilmen Bob Collet, Larry Brown and Ed Moeller in support of adding a full-time patrol officer to the Baldwin Borough Police Department roster. The foursome made up an unofficial majority during the meeting—which was scheduled as part of a continued discussion regarding the borough's 2013 budget—when council members couldn't agree on whether or not to add the police officer. How the Numbers Add (and Subtract) Up Despite the reduction of an expected fund balance transfer from $600,000 to $250,000, Baldwin Borough's preliminary 2013 budget remains at a relatively small surplus after borough leaders have chipped away at expenses over the past month-and-a-half. And while borough officials continue to agree on minor cuts virtually across the board, one of the main reasons for the budget's above-water status is actually an encouraging growth in local earned income tax (EIT) revenue. More Civil Service Controversy in Baldwin Borough

James Behers resigns from his post on Tuesday night after he was illegally appointed in April.

It turns out that James Behers should never have been appointed to Baldwin Borough's Civil Service Commission—a quasi-judicial board that oversees the Baldwin Borough Police Department—in April, this year. The Baldwin Council accepted Behers' resignation from that commission on Tuesday night by a 4-3 vote, the same narrow margin tallied when Behers was appointed in the first place. Behers, a state constable who lives on Green Glen Drive, is ineligible for a spot on the Civil Service Commission, Councilman Bob Collet pointed out before motioning to accept Behers' resignation, because Section 1173 of the Pennsylvania Borough Code says so.
