Owner of Fred's Tree & Lawn Service Feels Harassed

Fred Foreman has been cited 61 times for ordinance violations in Baldwin Borough since September 2003.

Fred Foreman, the owner of Fred's Tree & Lawn Service on Brownsville Road, used public-comments time during a Baldwin Borough Council meeting at the on Tuesday night to tell council members that he feels harassed by the borough’s code enforcement officers, whom he says are overlooking other ordinance violations in the borough while routinely citing him for possible violations at his business site, sometimes very minor ones. 

Foreman, a South Park Township resident, threatened to return to a future Baldwin council meeting with an attorney if the “harassment” does not stop.

“I got the cleanest property in the world,” Foreman said, claiming that most of the citations levied against him are eventually dismissed in court.

According to Pennsylvania’s Magisterial District Courts Docket Sheets website, Foreman has been cited for violating Baldwin’s borough code 61 times since September 2003. He has been found guilty 16 of those times.

After voicing his complaint, Foreman left the meeting before any council member could respond.
