Naked Man Causes Disturbance at Whitehall Place
Police cite him for disorderly conduct.
An employee of the notified police at around 9:55 a.m. on Monday that a naked male was seen recently roaming a hallway of 1600 Skyline Dr.
Police officers went to Building B of that address and searched for the male but did not find someone of his description in the halls.
Eventually, Chief Donald R. Dolfi said, the officers came across an open doorway leading to Apt. B3 of 1600 Skyline, where a man appeared wearing nothing but boxer shorts.

Upon questioning, the man—Lloyd Phillips, 24, of that address—admitted to recently being in the hallway with no clothes on, including no boxer shorts, Dolfi said.
Phillips did not provide the officers with a compelling reason for being naked, Dolfi said, and he was cited for disorderly conduct.

There is no evidence to suggest that Phillips' nudity was sexual in nature.
