The vehicle's engine was running, it was in gear, and its headlights were on. But the driver—Mario Joseph Germany, 24, of Cedricton Street in Pittsburgh's Carrick neighborhood—did not wake up until another police officer arrived at the scene, entered Germany's passenger's-side door, put the vehicle in park and turned off its engine.

Germany had the odor of alcohol coming from him and admitted to recently drinking alcohol, according to the report. The officers put him through field-sobriety tests, which he failed, before arresting him and taking him to Jefferson Regional Medical Center for a blood test (results pending).
