Baldwin Borough Police Briefs (July 25-31)

Two DUI arrests to report.

DUI, Part I

officers, in conjunction with the Pennsylvania Aggressive Driving Enforcement and Education Project, were operating a traffic-speed detector in the 4800 block of Route 51 at approximately 8 a.m. on July 25 when they reported observing a vehicle traveling 67 mph in a 40-mph zone, according to a police report.

A Baldwin policeman pulled the vehicle in question over at a nearby gas station.

While speaking with the driver of the vehicle—Malcolm Dominique Howard, 19, of 644 Waddell Ave. in Clairton, PA—the Baldwin officer reported detecting an odor of marijuana emanating from it. The officer reported that Howard admitted to recently smoking marijuana in his vehicle.

Howard failed a number of field-sobriety tests, according to the officer's report, before being arrested on suspicion of driving under the influence of a controlled substance.

Police transported Howard to Jefferson Regional Medical Center for a blood test. Results of that test are pending.

In addition to the DUI charge, Howard is being charged with exceeding a maximum speed limit.

DUI, Part II 

On July 29 at approximately 12:09 a.m., a police officer on patrol reported observing a vehicle driving erratically at the intersection of Spencer Avenue and Almora Street in north Baldwin.

The Baldwin officer followed the vehicle to Cedarcove Street and then to Waterman Avenue, where it eventually pulled over at a residence in the 2700 block of Waterman. At that point, the officer pulled behind the vehicle in question and activated the police vehicle's emergency lights.

The officer reported that the driver of the vehicle began walking in the driveway of the Waterman residence, ignoring several orders to stop walking. The officer reported that the threat of using a K-9 unit caused the driver to comply and sit on the ground.

A passenger also got out of the vehicle in question and had complied to sit on the ground. 

The officer reported detecting the odors of alcohol and marijuana emanating from the vehicle's driver—Russell John Mullen, 22, of 170 Kirk Ave. in Pittsburgh's Carrick neighborhood—and that Mullen admitted to drinking beer and smoking marijuana earlier in the evening.

Police reported finding a container of suspected marijuana and an open can of beer on the back floor and seat, respectively, of Mullen's vehicle.

Mullen failed a number of field-sobriety tests, according to the officer's report, before being arrested on suspicion of DUI.

The passenger, a minor, was not charged with any crimes and was released.

Police transported Mullen to Jefferson Regional for a blood test. Results of that test are pending.

In addition to the DUI charge, Mullen is being charged with possession of marijuana, driving with a suspended license, reckless driving, driving with an open alcoholic beverage in his vehicle and driving a vehicle with material on it that does not allow someone to see the inside of that vehicle (windshield obstruction).
