A officer reported observing a motorist speeding on East Carson Street in north at around 2:40 a.m. on Friday and pulled that driver over near the Mifflin Road exit off of East Carson in Pittsburgh's Hays neighborhood.
While speaking with the driver—Scott R. Hinkle, 19, of 130 Lawrence Ave. in Munhall Borough—the officer reported smelling an alcoholic beverage. The officer reported that Hinkle then failed some field-sobriety tests before arresting him for suspicion of driving under the influence of alcohol (underage).
Hinkle was taken to Jefferson Regional Medical Center for a blood test before then being taken to a gas station in Pittsburgh's Lincoln Place neighborhood and released to the custody of a friend. Results of the blood test are pending.

In addition to the underage DUI charge, police are charging Hinkle with careless driving and speeding.
