Code Enforcement in Whitehall

I moved to Whitehall borough in 1996, bought a townhouse with a 6' fence in the back yard that had been installed 5 years prior to my move. Within 2 weeks Whitehall code enforcement sent me a letter stating that my fence was not within the code of Whitehall.  To make a long story short, I had to pay to have the fence cut to 4'.  Now a new neighbor moved next door and put up two "chicken wire fences", the front of the house has 7 different size bricks everywhere, they dry their clothes on the front lawn as do all of the section 8 apartments that Catholic Charities moved in here.  I called code enforcement - they came 1 time and left a note for the guy and the mess keeps growing.  Because of all of the illegal fences, I hardly have access to my backyard.  I feel like I live next to Sanford and Son.  Do something Whitehall - I am a Whitehall tax payer.
