Each spring and summer, PennDOT's maintenance crews perform numerous operations designed to maintain the integrity of road surfaces and to preserve their lives. One of those operations is called seal coating, more commonly referred to as "tar and chips."

A seal coat is essential in preserving the life of a road surface because it prevents moisture from entering its pavement through surface cracks and oxidized asphalt surfaces. In essence, the road surface becomes "sealed."
