Racketeering Charges Against Four in Car Financing Scheme

Vincent LoCastro—site developer in Baldwin Township—and three family members are charged.

 

Racketeering and theft charges have been filed against Vincent LoCastro, the site developer who received approval from the Baldwin Township Board of Commissioners in January for EZ Auto Sales to open on McNeilly Road.

LoCastro is also the former owner and operator All Pro Auto Mall in Canonsburg Borough. Three of his family members were also charged.

The charges were announced on Thursday by Washington County District Attorney Gene Vittone and the Pennsylvania State Police Department.

LoCastro, 57, of 203 Spartan Dr. in Bethel Park, was charged with two counts of corrupt organizations, two counts of criminal conspiracy, 18 counts of theft by unlawful taking and 18 counts of defrauding secured creditors. If convicted on all charges, LoCastro could face up to 206 years in prison.

Also charged were:

  • Frank LoCastro of 151 Carol Dr. in Peters Township, brother of Vincent—two counts of corrupt organizations, two counts of criminal conspiracy, 32 counts of theft by unlawful taking, 32 counts of defrauding secured creditors and one count of unsworn falsification to authorities. If convicted on all charges, Frank could face up to 370 years in prison.
  • Nicole LoCastro of 203 Spartan Dr., daughter of Vincent—two counts of corrupt organizations and two counts of criminal conspiracy. If convicted on all charges, Nicole could face up to 80 years in prison.
  • Joseph Bruce LoCastro, of 203 Spartan Dr., son of Vincent—two counts of corrupt organizations and two counts of criminal conspiracy. If convicted on all charges, Joseph could face up to 80 years in prison.

The allegations set forth in Thursday's filing of criminal charges are based on documents filed before Magisterial District Judge David Mark

Those documents allege that:

  • Between Dec. 23, 2008, and Feb. 5, 2009, Frank LoCastro purchased multiple vehicles and financed them through multiple financial institutions.
  • Frank LoCastro used fraudulent employment and income information to obtain the loans.
  • Frank LoCastro subsequently defaulted on all of the loans.
  • Examination of the records from each transaction show that 14 of the vehicle purchase transactions also involved Vincent LoCastro; 10 of the transactions involved Joseph LoCastro; and eight of the transactions involved Nicole LoCastro.

"Filing of criminal charges under Pennsylvania's Racketeering Influenced and Corrupt Organizations Act is a rare event due to the complex nature of these types of cases," Vittone said. 

"The Pennsylvania State police investigation exposed the fraudulent car financing scheme by the Locastros conducted through All Pro Auto Mall in Canonsburg. Hundreds of hours of police work were invested in this case. For their dedication, I commend the diligent efforts of the state police in this investigation."

All criminal defendants are presumed innocent until proven guilty.

No charges have been filed against any LoCastros related to any involvement with EZ Auto Sales. EZ Auto is approved in Baldwin Township to run a motor vehicle sales agency at 514 McNeilly Rd., but as of Wednesday, 514 McNeilly is vacant with only an "EZ AUTO SALES" banner hanging there.

EZ Auto does not own 514 McNeilly.

Why in the world would Baldwin Township grant Vincent LoCastro approval to do ANYTHING in this township?? Did they check HIS background, have they read ANY paper about his "dealings in the auto business"? He is corrupt, I know first hand---as he purchased vehicles at least 9 luxury ones with a family members ID--- VINCE SHOULD BE IN JAIL....ALONG WITH HIS FAMILY... but NO, board members everywhere keep allowing him to open up Auto Dealerships......DOES THIS MAKE SENSE TO ANYONE????

Unfortunately, the board must be governed by the laws with regard to the land-use application. The board cannot deny an application that is made if the applicant meets the criteria of the application and land usage. The planning commission properly vetted this application in a similar manner as all otherapplications. This application met all of the Township's requirements and the planning commission recommended approval and the Board endorsed their recommendation - as required by law. The board cannot deny the applicant an opportunity to do business if all of the provisions are met. To do so would subject the township to litigation, that would be virtually undefensible in the courts. Customers must do their own homework and make a determination if they would be willing to do business with anyone associated with that particular business.

Sounds like more smoke being blown...and the cover ups continue. More victims in this county will be impacted by the Locastro Auto Hustle....more ID thefts....what a shame. I certainly understand abiding by laws....which this man has not. So he should be given more and more opportunities to bring his corrupt business practices anywhere he chooses, because people will continue to endorse a man who donates lots of money to politicians...and we will pretend it all falls under "the law umbrella and proper procedures....blah, blah, blah.... no need to explain policies any further, we need people in places in power to stand up for what's RIGHT vs Rights by law.

Unfortunately Ms. Voelker, there is no cover-up, nor a smoke-screen. What you are implying is the board should violate the laws because of allegations and they should subject the township to litigations that are indefensible. Maybe you and your family should have done your homework on this business prior to entering into an agreement with them. Zoning laws cannot be used to punish people for their criminality. That is what the criminal justice system is for and to circumvent the law would make the board no less culpable. I understand your resentment; but it is misplaced.

Until he is proven guilty in a court of law, they can't do anything. Everything he did on his applications in Baldwin Township was by the books and they knew about his dealings in Washington, but they would be liable for a lawsuit if they denied this on bases of his character.

It says "Racketeering and theft charges have been filed against Vincent LoCastro," it doesn't say he was found guilty of these charges yet.

He did his time for past crimes and hasn't been found guilty now of anything. If people are smart they won't buy from him and his business will go away. Baldwin Township had to follow the law, not the newspapers

He was found guilty and severed what the court system gave him. Hope your family member filed suit in civil court against him.

Him opening a car dealer now has nothing to do with his past crimes. People do change in life.

Mr. Lefty....good thoughts....thinking innocent people should do research before purchasing....HOWEVER, in this case there was no homework to be done...he was charged with Identity Theft. Vince stole someone's identity that he had no contract with. There was no car bought from him, nothing....he just stole someone's identity and bought what he wanted. No Google Search would have helped prevent that.

No misguided anger either...but another good thought. This is fun for me and I appreciate you and Jean giving me your thoughts...it helped me realize the perspective of the Board---kinda scary, but I get the "law" thing that this community and others have HAD to follow, because he keeps hiding behind the laws, he buys dealerships (this is number 2 or 3 in our community), another 2-3 in Canonsurg, in Florida and so on.....he is good at this!! While it has been fun to banter, I do believe in the justice system---and the State Police do know what they are doing, and I look forward to the outcome. If justice prevails I will join you in sending him a care package at his next residence. If he opens shop in our community....BEWARE!!

No Jean there isn't. Not one of my family or extended family has ever been arrested. We did however meet with the police and cooperated to assist them in bringing all of these charges to light. We are guilty of being truthful honest hard working people. I am sure that unfortantely that is all you know being raised in that type of environment. It's not your fault. Leave them while you can. You can leave and get away from them anytime you want. God bless America.

John, I see you changed your name and not sure why your saying I have them in my family as you don't know me. How do you know how I was raised and what makes you an expert on the environment that I was brought up in.

It isn't my fault either that your a very hateful person and that is how you were brought up.

I believe in our court system and he was held accountable for his previous actions. These are new charges against him and his family and i'm sure the courts will give them what they deserve. Your not the judge, jury or executioner.

Shame on me for being honest and truthful? Shame on you. A criminal is a criminal despite how much money they have, or political infuence they posses. Dress it how you prefer, when it all washes out, it is and he is a criminal. So are a several members of his direct and distant family. Why don't you say shame on him for what he has done to so many. Unfortunately, the truth can sometimes be painful and often people don't want to hear it or own it.

Peoples identities are stolen ever day and it is a mess to clean up the mess, I know someone that had their identity stolen from someone living in Africa. They don't blame the whole country for what one person did. Don't put your information out there for people to take. Do you know how much the IRS paid out this year to people that used others social security numbers and fake w-2's to get money and a refund. Then when the true people tried to file an income tax they were told by the IRS that someone used their SS numbers. It is a big mess and the best way to protect your SS number now is to hire a company to do it or monitor your SS number on a monthly bases.

Jean,
I am not bitter nor an angry person. Nor am I slamming everyone. What I am is a victom of what the Locastro family has been charged of. As a direct result from the Locastro family. My family has spent years fixing what they have violated and stolen. I don't want others in the community to be a victem. That is why I speak the truth openly, honestly, and directly in response to the posts. No anger, no hatred, just the honest truth. It may seem bitter and painful, but it is just the honest truth.

As far as the sex offender piece earlier. It is called an analogy. The purpose was to help CML understand why I feel the way I do. Would you have some sense of anger if someone stole from you or would you offer them a hug. I am not offering a hug. The time, money, and frustration cannot be returned.

Jean, not sure what your education level is so I will dumb this down a bit for clarification purposes concerning my upbringing. I had two college educated parents, 3 sibblings and myself all with college degrees. My family is comprised of health care workers, business owners, educaters, athletes, coaches, volunteers, and social service workers. None of us ever arrested. Now our kids are going to college. None of them have been arrested. See the pattern starting to develope. We vote, we pray, we serve our community, and we have served our country. We mind our own business. Maybe you should try that. It is appearant that this is your form of entertainment.

John, I think CML seen what you wrote that they deleted from the Patch and that is why she said shame on you. The job I do has to do with Identity Theft and it isn't a pretty picture. You attacked me like I come from a family of criminals but I have a very high clearance with my job.
Months ago when his family was applying to open their car dealership it was in the Patch and wasn't new news to us. In December there was 2 articles written up about the dealership that was trying to open Dec 7 http://baldwin-whitehall.patch.com/articles/is-ez-auto-sales-coming-to-mcneilly-road and the one from December 16 http://baldwin-whitehall.patch.com/articles/background-on-vincent-locastro . Baldwin Township has to follow the laws and I'm sure everyone knows how shaky they are but the Township couldn't deny them the dealership based on that.

It is bad that someone in your family has had their identity stolen and yes it is a mess to clear up. Your identity can be stolen anywhere from grocery stores, banks, internet, phone calls, gas stations. You can even have someone in your home that goes though your purse and wallet and grabs your information and they ruin your credit. Most identity theft is done by family members. The IRS had a horrible year for this, as legit people were trying to file their income taxes but someone else used theirs or another person in the families Social Security number.

Earlier comments from CML that have since disappeared were certainly not worth my response, and have obviously been proven as falsehoods by John, Jebb and Mrs Button (her post also disappeared)....I applaud all of you for setting the facts straight---obviously there's more families out there that have BINDERS full of TRUTHS. Keep in mind that liars get so use to lying....that they start believing themselves---and will often sacrifice their own families to maintain the lies...or they will STRIKE OUT against those who speak the real truth---hence the hysterical responses in earlier postings. I applaud you all for stepping forth, even in this small forum to share your stories. I am sure we all have lots....and will hopefully see justice prevail. THANK YOU!!!
