2013-14 Calendar Debated

Baldwin-Whitehall School District administration presented its preliminary 2013-14 academic year calendar at a B-W School Board meeting on Wednesday night, and board members had some concerns.

District Superintendent Dr. Randal A. Lutz said that the calendar—not yet approved by the board—shows a starting date for students of Tuesday, Sept. 3, the day after Labor Day. And the graduation ceremony for Baldwin High School seniors is proposed for Tuesday, June 10.

The calendar also proposes six scheduled two-hour delays—regardless of weather. Lutz said that those two-hour periods would be used for educators' clerical work and professional development.

Board member Larry Pantuso is not a fan of the two-hour delay days, saying that they are not good "learning days" and that they are inconvenient for parents' schedules.

"(Most students) would tell you that the day's a waste," Pantuso said, "because they get there, they put their stuff in their locker, and they go to lunch."

Board member Martin Michael Schmotzer called scheduled two-hour delays a "terrible idea," and fellow board member Diana Kazour suggested that learning suffers enough when unexpected delays are necessitated by poor weather.

Board President Nancy Sciulli DiNardo said that she can see the value in having at least some two-hour delay days scheduled so that teachers can get out-of-classroom work done.

DiNardo also said that she would like to see the district consider canceling classes in 2013-14 for the first day of deer hunting season since many district employees take a personal day then.

Board member Kevin J. Fischer suggested that the school year start in August. Schmotzer prefers having school start after Labor Day, however.

Whitehall Resident Concerned Over Bus Cleanliness

Whitehall Borough resident Terry Choate used public-comments time during Wednesday's meeting to express his dissatisfaction with the cleanliness of district buses.

Choate said that he is a 35-year administrator of transportation, and B-W Board records show a "Terry Choate" approved as an extra bus driver in the district on Nov. 14.

"I have never seen so many rules and regulations not followed at that (Baldwin-Whitehall) bus garage," Choate said. "You can't sweep bacteria out of a bus with a broom."

Following Choate's speech, board member Nancy Lee Crowder said that she expects Lutz to address Choate's concerns over cleanliness. Crowder said that she has heard from many district drivers that they do not have adequate supplies to clean their buses.

Pantuso Wants Update on Project

Pantuso asked Assistant Superintendent Denise Sedlacek for an update on a project that he requested be done that would show how students are doing every nine weeks in areas of study that are directly tested for proficiency by the Pennsylvania Department of Education.

The idea behind the project, Pantuso said, is to see if students are underperforming over the course of the school year and then intervene before they do poorly on standardized tests.

"It seems to me that, if we're nine weeks into something and we see a problem, then we have 27 more weeks to intervene," Pantuso said.

Sedlacek said that she will have figures to report back to Pantuso soon.

YES they are off the Monday following Thanksgiving. That was to give teacher and people who work at the schools the day off to go hunting.

I'm all for school starting after Labor Day. When I was young every school year began after Labor Day. I also have no problem with the 2 hour delays, especially since they are scheduled in advance and give everyone plenty of time to make arrangements. These kids (and teachers) schedules are in my opinion too packed each day, especially with the new requirements imposed upon teachers. If they are saying they need this time then I say we allow them to do so.

Once a month to have a 2 hour delay is no big deal. Other school districts such as South Fayette does this.

I would not support the delay days. IMO if the teachers/staff need either clerical or training time, that can occur afterschool hours or on Saturdays.
Or have a full day off from classes to take care of these items once per semester.
No benefit IMO to disrupting student sleep schedules, parent child care plans, etc etc. No benefit to the students, that is.

I agree. Why are we jumping through hoops to accomodate the teacher's clerical needs? Union I suppose. I understand teachers work hard throughout the school year, but they also have more time off than most jobs. Everyone else who works figures a way to complete their jobs without requesting the company they work for to close down so they can catch up on their work, or train... It just seems the staff comes first and the students/parents come last.

Give me a break, the teachers need extra time six days a year to catch up on paperwork. Students often stay up late to finish their homework. Shortened days lead to shorter class time and less learning. It's time to put the students first instead of the teachers.

Quit bending over backwards to the teachers union and make the teachers step us their game! It has been said many times -- Those who can, do. Those who can't, teach.

I totally agree with NE12Ukid...if there is a need to get clerical work done - then it should be done before or after school - why should learning time be taken away from the children??? If there is a need for training to be done - it needs to be done on the already too many days off that the kids currently have. There are already scheduled professional development/clerical days. Why inconvenience the parents with 2 hour delays, delays are very difficult for working parents, not to mention it really throws the kids off with their learning for the day. I think people need to remember why schools are here....it is for the CHILDREN to LEARN...not see how much extra time the teachers can get to get their day to day job duties done when the students are not there. Do it at home like many teachers use to do and still do. You make enough money that you can put in some extra time outside of the building like many of other professional employees do on a daily basis.

I do not support the 2-hour delays, I feel, is not necessary. When these do occur due to inclement weather, they are never productive days and basically referred to as a "play day". The current schedule already permits for plenty of professional development days for teachers and we already have enough early dismissals due to parent/teacher conferences that were only once a year but this year is now occurring 2x/year

I'm all for starting before Labor Day so we can be done earlier in June. Most kids are mentally done with school after Memorial Day , after that it is just torture to go to school. Two hour delay are ok with me too. When they have the grade level meetings during school the subs are usually dealing more with discipline than teaching anything new anyway. Plus we are paying the teacher plus the sub.

Many kids are "mentally done" as soon as the PSSA is finished, which is one reason why I support administering that test later in the school year.
Years ago, Pittsburgh schools added a half hour to each teacher's day, and this time was used for meetings of all kinds, and if there was no meeting that day, for clerical work, contacting parents, conferencing, etc. Might be a better solution for Balwin-Whitehall.

Chris you are correct that they are done with learning once Memorial Day hits. I see no reason also of once a month teachers having 2 hours for meeting and clerical time.

Margaret, I wouldn't put it pass NE12Ukid to be the one neighbor that everyone stays away from. The one that always calls the cops on others and has alienated all relatives and friends and no one comes to visit.

I pity it really and wish it would go get mental health treatments off its obamacare that it wanted so bad.

I have never heard of a 2 hour delay day becoming a "play day". My kids tell me that on those days they lose their special and recess, and their classes, while shortened by a few minutes, continue as usual.
I do however agree that 2 conferences a year are a bit much, especially if the child is not having any issues or difficulties in class. Perhaps they can re-evaluate that next year and only schedule a second conference based on individual child need.

I respectfully disagree about conferences. IMO there should be one for each grading period, best if scheduled far enough before grades close so that parents can be informed if any changes in work habits are needed before grading, and to take note of the child's improvement areas, and areas of excellence. IMO any parent would want to spend at least a few minutes meeting with the teacher each grading period. Of course those with more problems would set up appointments for additional conference time as needed.
Time for conferences can be included in the usual calendar, no need to plan delay days for this purpose. If teachers need more meeting time, add 30 mins to their work day once or twice a month for this purpose.

MMS, I agree with you about the 2 conferences. I know I keep in contact with my daughters teachers though email all though the school year. If I have a question it is so easy to send off an email to them and they usually answer pretty quick. The students homework assignments and grades are on Skyward so a parent always has access to what their child is doing in school. They don't have to wait to report cards come out to find out if their child is failing or is doing all the work.

MMS, they give test on days on days that their is a 2 hour delay up at the high school and then the next day they get 15 minutes to finish the test at the beginning of the test. These days aren't play days as they still learn.

I agree with you that one conference is good. All parents can check Skyward for grades and missing assignments. They also have a link on there that you can email teachers and the teachers do reply back to parents. I know a few of the teachers welcome emails and calls from parents during the year instead of waiting till report cards come out to say I didn't know my child is failing.

I really don't see the purpose for scheduling 2 hour delays. I would have to hear more about it and why this is needed. I am also curious what other districts do something like this.

Lou, South Fayette does this and they were able to knock off one full day for a teachers in service day. North Allegheny,Gateway and West Allegheny are other schools that do this. This would be a good time to schedule a child's doctor appointment so that you don't have to pull them out of school early or bring them to school late in the morning.

NE12Ukid - If a problem should arise with a student I do think a parent should be notified, as you said far enough before a grading period ends. But to schedule 30 conferences EACH grading period to discuss highs and lows in academic development seems unreasonable. Maybe out of those 30 kids 5 are having difficulties. Why not just schedule 5 conferences? We are discussing adding 2 hour delay days for teachers to catch up on work and you didn't agree with that, stating that could be taken care of on Saturdays or after school hours. But your suggestion would be adding another potential 6 days per school year for mandatory conferences, which as I said in many cases are more or less a polite 5 minute conversation that the child is doing well. Maybe my opinion on the matter will change as my children grow and are subjected to more challenging work and social issues that go along with growing up. But for now, at this age, I think once is enough.
